To run the utility without root rights you will need to give write_secure_settings permission via adb. There is a link to a video with detailed instructions. If you have rights, you do not need to access these parameters.
It is worth noting that many applications are not fully compatible with One Handed Mode. Because of this, you will see an empty distance. The developers recommend not to reconfigure the mobile software, so that in most cases the launched utilities look correct.
